Job Title: Outside Plant Superintendent

Reports To: David Portillo, Operations Manager

Employment Type: Regular

Schedule: Monday–Friday, 8:00 a.m.–6:00 p.m., with flexibility as required

Compensation: 80,000 - 100,000


2. Position Summary

The Outside Plant Superintendent is responsible for the planning, coordination, analysis, and execution of outside plant (OSP) construction, design, and field operations. As the primary point of contact for customers in the field, this role oversees all operational aspects, ensures quality and compliance with customer specifications, and provides leadership to employees and subcontractors. The Superintendent ensures project success through effective scheduling, performance monitoring, safety compliance, right‐of‐way coordination, and continuous improvement of processes and documentation.

3. Core Responsibilities

3.1 Operational Leadership & Project Execution

  • Serve as the key on‐site leader responsible for the tone, performance, and professionalism of employees and subcontractors.
  • Hold full operational authority over assigned projects, ensuring policies, procedures, and objectives are fully implemented.
  • Establish and maintain critical‐path schedules, actively monitoring performance and ensuring adherence to proposed timelines.
  • Ensure all work meets the highest quality standards and complies with customer specifications and industry requirements.
  • Lead and coordinate outside plant installation and maintenance technician activities.
  • Perform or support Loop Electronics Engineering/Coordination and Transmission Equipment Engineering tasks.
  • Coach, train, and support employees on processes, safety, equipment, and customer requirements.
  • Manage project expenditures to maintain compliance with authorized budgets.
  • Coordinate construction budgets, project planning, and ongoing field management activities.

3.2 Right‐of‐Way, Compliance & Cross‐Department Collaboration

  • Oversee right‐of‐way functions, including easement investigation, acquisition, and customer coordination.
  • Interface with customers and internal departments to negotiate service intervals and address delayed orders.
  • Participate in cross‐functional initiatives aimed at reducing operating expense through modernization, facility replacement, bulk recovery, and data accuracy improvements.
  • Support organizational initiatives for Continuous Improvement and ensure adherence to QMS requirements.
  • Develop and improve processes, procedures, and documentation standards in accordance with QMS and departmental needs.
  • Work closely with administrative staff, department Superintendents, and cross‐functional teams to support processes, training, and business needs.

3.3 Analytics, Reporting & Project Documentation

  • Build, analyze, and present project results, including trends, performance metrics, and benchmarking data.
  • Support the implementation, training, and follow‐up activities for new or ongoing projects.
  • Ensure accuracy in project records, schedules, and reporting for internal and customer requirements.
  • Maintain documentation related to QMS, operating standards, and construction records.

3.4 Tools, Equipment & Safety Compliance

  • Demonstrate working knowledge of excavation, aerial, and underground machinery.
  • Safely operate and coordinate use of trucks pulling large trailers.
  • Follow and enforce all Access Employee Handbook and Safety Handbook requirements.
  • Ensure work sites and teams maintain compliance with safety policies at all times.

4. Short‐Term Expectations (First 30 Days)

  • Demonstrate ownership of all assigned OSP activities, including scheduling, documentation, and field communication.
  • Learn project requirements, customer expectations, and OSP installation/maintenance processes.
  • Begin maintaining daily project updates including schedules, blockers, progress, and risks.
  • Establish consistent communication with customers, subcontractors, and internal teams.
  • Support ongoing projects, participate in required trainings, and follow established departmental processes.
  • Begin analyzing performance metrics and reporting results accurately.

  • Independently manage OSP projects with minimal oversight, delivering high‐quality results.

6. Weekly & Monthly Deliverables Plan

6.1 Daily & Weekly Deliverables (Ongoing)

  • Daily: Maintain accurate project documentation, schedules, and progress notes.
  • Daily: Communicate with teams, subcontractors, and customers on project status.
  • Weekly: Submit updated project metrics, blockers, construction progress, and risk assessments.
  • Weekly: Confirm upcoming priorities, resources, and deadlines with Management Team.
  • Weekly: Support QMS documentation updates and continuous‐improvement tasks.

6.2 Monthly Deliverables & Review

  • Monthly review of project performance, schedule adherence, documentation quality, and customer satisfaction.
  • Monthly KPI review covering trends, cost control, field quality, and operational metrics.
  • Monthly safety and compliance assessment, including corrective actions when required.
  • Monthly proposal of measurable improvements in OSP operations, documentation, or workflow.

7. Work Expectations & Availability

  • Ability to work independently with minimal supervision and exercise sound judgment.
  • Strong ownership of assigned tasks, including follow‐ups, note taking, and proactive communication.
  • Must ask clarifying questions immediately when instructions or requirements are unclear—no assumptions.
  • Additional hours may be required depending on project demands, field conditions, and customer requirements.
  • Maintain professionalism and customer service excellence at all times.

8. Qualifications

  • Working knowledge of excavation, aerial, and underground construction machinery.
  • Ability to pull large trailers with a truck.
  • Understanding of OSP installation, maintenance, and technician workflows.
  • Experience in right‐of‐way coordination and customer communication.
  • Experience managing QMS documentation and construction records.
  • Knowledge of recruitment, employee record‐keeping, and administrative support tasks.
  • Strong Microsoft Office proficiency (Word, Outlook, PowerPoint, Excel).
  • Supervisory experience with ability to direct and coach teams.
  • Strong multitasking, time‐management, and organizational skills.

  • Support the posting of purchases in QuickBooks
  • Answer phone calls and emails to connect with our vendors and subcontractors

The Office Operations & People Manager oversees all internal office operations, people development, HR support, recruiting, scheduling, and training across departments. This role leads the implementation, optimization, and daily use of the Odoo ERP system and ensures operational excellence throughout the office environment.
